iOS 7 notification bright up the screen but randomly show up -

i send push notification on ios devices, when screen locked, brighter, doesn't show push notification

i cannot figure out pattern

push notification ok, , shows on 1 device, not on others (the other devices bright screen)

setting ok, different 4 ios ipad devices notifications correctly delivered apple

note: random behaviour seems happen when badge number 0 , send 0 (doesn't happen when badge number not part of push, or > 0)

is expected behaviour?
